Valid GCC and corresponding test reports are required for customs entry.

2. Mandatory Filing Documents: 7 Core Data Items + Test Reports
Per official CPSC rules, valid CPC/GCC certificates and complete third-party test reports are compulsory for eFiling and customs submission. Seven core data fields must be fully filled in certificates. Incomplete, invalid or inconsistent documents will lead to clearance failure, cargo hold or detention. All reviews follow official CPSC standards.

7 Mandatory Core Data Fields for CPSC eFiling
These data connect CPSC eFiling and CBP ACE System and are key inspection points for U.S. Customs. All information must be accurate, complete and traceable:
Product Identifier: GTIN, SKU, UPC, model number, serial number, registration number or Alternate ID. SKU and UPC are recommended for fast system matching.
Certifier Information: Full legal name of the certificate issuer (generally the product manufacturer).
Applicable Regulations: Full codes of CPSC safety standards, e.g. 16 CFR Part 1303, ASTM F963.
Manufacturing Information: Exact production date, full name, detailed address and valid contact details of the manufacturer.
Test Information: Latest test date (within certificate validity period), full name, address and contact information of CPSC-recognized testing laboratories. Reports from unapproved labs will not be accepted.
Test Record Custodian: Name, address, phone number and email of the staff in charge of test records. All records shall be retained for 5 years for CPSC random audits.
Compliance Statement: Official electronic signature and full compliance declaration to confirm adherence to all applicable CPSC safety regulations.
Reminder: Test report URL and report number are optional fields. Providing these details helps improve application approval rate. Exporters shall keep all supporting documents for official inquiries.
3. Two Official CPSC eFiling Methods (Linked to CBP ACE System)
CPSC eFiling transmits data via PGA Message Set connected to CBP ACE System. Two legal filing methods are available for selection based on shipment frequency and product types, with no priority difference.
Method 1: Full PGA Filing (For Small Batches, Samples & Low-Frequency Shipments)
Process: Exporters compile 7 core data, certificates and test reports and submit to customs brokers. Brokers enter all compliance data into ACE System to complete joint filing for CPSC and U.S. Customs.
Applicable scenarios: One-off shipments, sample orders and enterprises with limited product lines.
Pros & Cons: No CPSC business account registration required, flexible operation. Repeated manual data entry is needed for every shipment, which may cause errors. Not recommended for high-frequency shipments.
Method 2: Reference PGA Filing (Recommended for Mass & Regular Shipments)
Widely adopted by long-term China-US exporters and large cross-border sellers. It supports one-time registration and repeated use via CPSC Product Registry to boost clearance efficiency.
One-time Preparations
Register a CPSC Business Account via https://www.cpsc.gov/eFiling. U.S. Importer of Record (IOR) shall provide the IOR number assigned by CBP during registration. Non-IOR shippers do not need this number.
Log into Product Registry, create Product Collections and classify products by category and model. Fill in 7 core data and upload CPC/GCC certificates and test reports for filing.
After system review, three exclusive IDs will be generated automatically: Certifier ID, Product ID and Version ID. These IDs serve as core credentials for subsequent clearance.
Filing Process: Submit the three IDs to customs brokers before shipment. Brokers input the IDs into ACE System, and the system will auto-match filed compliance data to finish CPSC filing and customs procedures rapidly.
Pros & Cons: Data can be reused long-term after one filing, reducing repetitive work and manual errors for faster clearance. Account registration and data entry are required in the early stage, ideal for enterprises focusing on long-term U.S. market business.
FTZ Compliance Notice: CPSC launches dedicated eFiling rules for U.S. Foreign Trade Zones (FTZ). The official implementation date is January 8, 2027. Relevant operators may prepare in advance with official guidelines.
4. Account Registration, Permission & Privacy Settings (Key Operational Points)
Registration Quota: The self-registration quota for CPSC Product Registry is limited to 2,000 accounts. Enterprises with long-term export plans are suggested to complete registration early to secure filing qualification.
Trade Party Privacy: The built-in Trade Party Privacy function protects commercial data. Once enabled for a Product Collection, the setting cannot be modified, and certificates cannot be copied or migrated freely. Please plan product classification in advance.
Role Management: Account administrators can add multiple operators and authorize cooperating customs brokers with differentiated permissions to adapt to team-based professional operation.
5. Compliance Rules & Risk Warning (Avoid Port Detention & Cargo Hold)
Combining the latest enforcement rules of CPSC and CBP, we clarify compliance boundaries and consequences of violations to help exporters avoid clearance risks.
Voluntary Trial Period: eFiling is currently in voluntary operation. Non-malicious operational errors will not affect importer risk ratings or cause shipment delays. Enterprises can get familiar with procedures during this period with no official penalties.
Full Enforcement from July 8, 2026: Revised Rule 1110 takes effect. Exporters must mark test exemption items during filing. For goods without complete eFiling, U.S. Customs will issue warnings initially instead of denying entry directly. However, non-compliant products will be marked as high-risk and face intensified inspections and higher detention risks.
Severe Violations: Invalid CPC/GCC certificates, forged test reports or inconsistent product information will lead to formal application for cargo detention or return by CPSC to CBP. Offending enterprises will be added to the U.S. high-risk importer list, resulting in frequent inspections for all subsequent shipments.
